The Department of Continuing Medical Education is a structural subdivision of Nicolae Testemitanu State University of Medicine and Pharmacy that ensures the continuing education of doctors and pharmacists in accordance with the policy in the field and the needs of contemporary practice through effective forms of postgraduate training.
DCME aims to coordinate all continuing medical and pharmaceutical education activities at university level, in cooperation with faculties, departments and chairs of the University, in order to ensure the organization of training programs in line with modern educational requirements and current needs of the health system.
BASIC DUTIES OF THE DEPARTMENT
- Ensuring the implementation in practice of the provisions of legislative and normative acts in force of the Republic of Moldova in the continuing medical and pharmaceutical education area.
- Development and submission for review of proposals on amending the legislative-normative framework regarding the continuing medical and pharmaceutical education.
- Improvement and diversification of forms and methods of continuing medical and pharmaceutical education, including through the creation and development of a distance learning system.
- Elaboration of methodological norms, instructions and procedures for the organization and conduct of continuing medical and pharmaceutical education.
- Participation in the evaluation, updating and improvement of study programs based on the principles of adult learning, their orientation and adjustment to the health system priorities.
- Planning, coordination, organization and monitoring of the continuing medical and pharmaceutical education programs implementation.
- Collaboration with the University’s faculties, departments and chairs to identify priorities and propose new programs of continuing medical and pharmaceutical education, depending on the requirements of the health system.
- Establishing the deadlines for the development, review and presentation of the Continuing Education Programs (PEC 8.5.1), the proposals for the annual continuing professional development plan (program), the timetables and thematic plans of the continuing medical and pharmaceutical education courses, the examination slips and other documents mandatory for the proper performance of medical and pharmaceutical education activities.
- Cooperation with the Ministry of Health, Labor and Social Protection, public and private medical-sanitary and pharmaceutical institutions, in order to streamline the monitoring and selection process of doctors and pharmacists who should benefit from continuing medical and pharmaceutical education programs.
- Implementation of a flexible system for planning the continuing medical and pharmaceutical education courses, adjusted to the requirements of contemporary practice and the demands of employees of medical and pharmaceutical institutions, regardless of the legal form of organization.
- Providing informational and methodological assistance to beneficiaries of continuing medical and pharmaceutical education programs, ensuring a speedy resolution of students' notifications and requests.
- Examination and systematization of proposals to improve the activities of continuing medical and pharmaceutical education, received from the local public administration, directors of medical-sanitary and pharmaceutical institutions, heads of university subdivisions, individuals.
- Based on the proposals of departments and chairs, drawing up the annual Program of Continuing Professional Development of physicians and pharmacists and submitting it for review and approval to the University Senate and to the Ministry of Health, Labor and Social Protection.
- Coordination of media coverage activities of the continuing medical and pharmaceutical education courses according to the Annual Program of Continuing Professional Development.
- Reception and systematization of the continuing professional training requests of doctors and pharmacists, submitted by medical-sanitary institutions, regardless of the form of ownership.
- Participation in the conclusion of contracts with public and private medical-sanitary institutions regarding the provision of continuing professional development services.
- Filling out, verification and dispatch to medical-sanitary institutions of notices addressed to doctors and pharmacists who are to be enrolled in the continuing medical education courses.
- Organization of the enrollment process of beneficiaries of continuing medical and pharmaceutical education programs and drafting registration orders regarding the enrolled trainees.
- Drafting the student expulsion orders, based on the departments/chairs’ requests.
- Filling out and issuance of continuing training certificates for doctors and pharmacists, based on examination slips, completed and presented by the respective department/chair.
- Issuance of other documents regarding the continuing medical and pharmaceutical education in the established manner.
- Providing other secretarial and documentation services, keeping records, for ensuring the process of continuing medical and pharmaceutical education.
- Approval of schedules of the continuing professional development courses and control of the observance of approved schedules and thematic plans by the teaching staff involved in providing the medical and pharmaceutical education programs.
- The periodic control of the presence of beneficiaries at the continuing medical and pharmaceutical education courses and the evaluation of results and impact of the training, through various methods (interviews, questionnaires, etc.).
- Drafting and submission to the university administration of analyses, situations and reports in the relevant field of competence.
- Development and presentation of quarterly, half-yearly and annual statistical reports, requested by the management of the University, the relevant Ministry and other competent institutions.
- Ensuring the quality and veracity of the presented information, based on which decisions are made regarding continuing medical and pharmaceutical education.
